The Heating System Repair and Replacement Program (HEARTWAP) helps LIHEAP-eligible households with heating system repair and replacement services. The program is operational year round. Both homeowners and tenants are eligible. For some services, tenants are required to first contact their landlord who is legally responsible for the tenant’s heating system maintenance. HEARTWAP contracts with heating system service companies to complete the work for eligible households.

During the winter months, the program serves primarily as an emergency intervention service to provide assistance to low-income clients having problems with the operation of their primary heating system. Provisions are in place for LIHEAP clients to contact their dealer directly if the emergency occurs during the evening or on weekends.

In order to qualify for HEARTWAP, your household must be eligible for LIHEAP and have a gross annual income that does not exceed 60% of the Estimated State Median Income (see chart below, up to date as of February 2023).

There are maximum allowable expenditure limits for different types of heating system activities. In some instances households may be required to provide a co-payment. Local agencies attempt to utilize all available utility funds for system replacements in an effort to minimize the need for client contributions.
